What if he has a terminal illness or if he just wants to go down in history no matter how? But, if he is still smart enough to not push the button, this was his last measure to scare off NATO, which would also mean that he basically lost the (economic) war. But still, it's something that's obviously going to piss Putin off so it was to be expected that there would be some kind of retaliation because he's not going to take anything lying down. It's safe to assume China is gonna turn on Russia if he's actually nuking a country, so it would be essentially the entire world vs Russia, or what remans of it.
