Because how is Gaga consistently absent from all the major lists when she is the last great pop star on the planet? I get the GP consuming anything, especially generic stuff, but publications will praise Gaga to the high heavens and then exclude her from all the important lists. Gaga has had a pretty eventful 2021, which is another year where she solidifies her position not only as an icon and only living pop star but also pop's chameleon (Inauguration, DOC, Jazz era, HoG and best actress wins).
