Chromatica did not have a third single, 911 was not serviced to radio (only in Italy I think) and we only got one performance the whole era lol... it was a lackluster era but not her fault though

Mayhem is her most acclaimed, successful and eventful solo era since BTW, there's no debate in that!

Many factors but in Mayhem's case the lack of daily streams on the album tracks.

They were expecting ViY to be the third single shortly after album release as evidenced by the stickers on the albums AND the insane playlisting ViY had at release, but it didn't stick, later on Copacabana it had insane numbers but her team didn't act and that is long over now.

Then fast forward 3 months after album release, the best album track (HBDUWM) is doing 450K streams globally, in the US the number is even lower, pushing a single with these numbers and 0 radio support can be very risky and it will most likely flop.

We can always hope a 911 situation where she just gives us visuals OR a deluxe possibility down the line with tracks capable of having an Abra level impact.

Because of accessibility from streaming mainly. 

The entire album is available to everyone for free on multiple platforms. So 3 months into Mayhem's lifespan, album cuts have already been pushed out to casual listeners who may enjoy them via the streaming platform algorithims. So the only growth market is people who already listen starting to listen more regularly which is unlikely, or for people who had zero interest in a new Gaga album after Abracadabra/SNL/Coachella/Copacabana to suddenly want to listen to the new single. 

Music videos don't effect the dial all that much anymore - too long for tiktok, near extinction of music video channels mean they have no natural audience anymore.

And people don't buy singles anymore. Collectors and fans will buy a ltd edition physical release if available, but most physical singles now come with multiple month long waiting times. So without people buying a single on itunes out of casual interest because it's only $0.69, the best you get now is people listening to it once or twice a day on streaming which is a tiny fraction of the amount of streams needed to impact the chart.
