The only Gaga album I would consider ahead of its time is Born This Way, through its acceptance message that became a major topic of discussion in the years after the release of the album, and through the music spawning hits even 10+ years after the release. And genres come in and out of vogue all the time. I hate to say but Joanne was arguably made in defeat of ARTPOP to help boost her public image, as well as a way to help find herself again. It's very safe and lukewarm. Plus it isn't full country, it was more of an aesthetic to dress the album in to make it more pleasing to the US GP imo.
