Congress is most likely not asking for this because they are worried about alien invasion. They are probably considering possibilities of new gen intelligence/recon drones that might have been visually spotted by people but were/are invisible to radars... I’m sure almost all of us have seen a UFO, but it’s very unlikely that it was actually an alien spaceship, and the same applies to this case.
