If it was decent, it would've debuted at Top 5 like Applause. Perfect Illusion isn't bad, but it's the type of songs that are simply not radio-friendly. It was a bad choice. PI tumbled down the charts and never rebounded. Had it climbed and climbed and climbed and peaked at #15, then it wouldn't be a flop, but it just debuted and fell off pretty quickly. It was a flop. Obviously underwhelming compared to the other lead singles but overall I think we can all agree to call it a minor hit with 1-1.5 m units sold ww, Top 20 peaks all over the world and vevo certification.
