Music production equipment comes with pre-installed sound bites, that are traditional normal sounds created either by electronic means or musical instruments. As is the case with the Bad Romance comparison here. The little sound you hear is not sampled from the first song, it’s a generic sound that comes along with music software. Sampling is using lyrics or direct melodies and such from other songs, as is the case with Venus. Express Yourself was simply the same chord progression: the songs move forward at the same rates.
