I think it's a way to express how she's in constant change as an artist.

Also, a vehicle is a symbol of freedom and motorcycles of rebelious and anti-social behaviour (which embodies much od the lyrical content of the album)

I know in the Judas video it was more of a way to represent what Jesus and his disciples seemed like at the time, biker gangs aren't really a group that the general public would like to get involved with just like the disciples in their time. As for the album cover though I always thought it was to represent how she changes in so many ways so frequently.

it's a hybrid/cyborg that's half human and half machine, reflecting the reality/fantasy dichotomy. as others already pointed out (and gagz herself), it's meant to symbolize that she's a vehicle for her artistic visions and for her fans.

i think is because the kind of music (rock, electronic, trance, dance, industrial, ecletic,) and the message of the album (freedom a travel through the  life, living fast, leather references, fugitives etc  )
