She cannot leak anything unless all people she worked with agrees to do it too. In the same time, she may not want to release it, since is in different place now artistically than she was then in 2013. Or else we would have had ACT II, and ARTPOP would have been released around 2012, and IWBWY would have been in the album and Dope would have not existed.
