I think Madonna did do some things harder than gaga but not everything. For example did Madonna wear something like the meat dress? Did Madonna do a vomit performance? Sexual ? done a million time. Religious ? done a million time. Political ? Done plenty of time. There's nothing to risk nowadays. Also, ARTPOP may not be as risky as BTW, but is still pretty risky. I mean listen to the variety of sounds, the type of themes/ lyrics, and even some of the imagery.
