I honestly think Katys team made her follow Gaga's schtick whenever it benefitted her. And she never really came out on top in that regard (Born this way will always be tops vs. firework) 

So in the market as a brand, since Gaga is more "high fashion / eleganza", Katy is like "Buy me at Walmart hee hee".
