Let's not celebrate the victories and keep pushing forward without that morale boost, which will exhaust advocates further and not positively contribute to the cause! Sarcasm aside, there's nothing wrong with celebrating small progress while still fighting to rectify the entire system. I've been working on international efforts to end systemic homophobia since the crisis in Russia came to light internationally in the early 2010s. I'm acutely aware that incremental progress does not always result in actual changes in peoples' lives, but it helps provide a pathway to more impactful legal change that did not previously exist.
