I agree, but honestly, it's also much more difficult to impose a lockdown when people don't understand why. It's a very flawed way of thinking, I know, but to avoid future deaths (e.g. by people ignoring the rules), it may be necessary to take inevitable measures at a slightly later point. But the fact that France is doing it at 4.5k cases while Italy did it at 10k cases, means that France will probably end up with 100k or even 150k less total infections than Italy by the end of April.

Not true

Italy did the lockdown when the cases reached 7K/8K 

France closed non essential public places but the country is still not in lockdown and the cases are a lot more than 4.5K. France is only counting the serious cases and not the other cases.

Italy announced the total lockdown 10th of march. Reported cases were 10149 at the time. The partial lockdown was at 7-8k cases, that's true.

Italy is behind in testing too btw, only testing serious cases. When Italy was at 4.6k 'reported' cases, their deaths were already at 197. France is at 91 deaths with 4.5k infected. There is reason to believe Italy is more behind in testing than France, an ageing population can't explain Italy's death rate being 2x higher than France's at ~4.5k infected.
