It could also be related to how you consider corona as the cause of death, most of the victims have many conditions. germany might only report cases where corona is the inarguable cause. Police will protect borders of these districts so it wont spread through the whole country. Most people will stay in home but some go outside to buy stuff if its available. It can take up to eight weeks for your organs to completely shut down, depending on the type of care you get in the hospital. The people in critical condition in Italy could have had it longer or their care may not be as good due to an overwhelming amount of cases. Like I can't imagine there are police on every corner ordering you back into your homes I asked my husband, he's in front the Italian news most of the day, so what is happening is that you can't go from region to region without a permission, bars and pubs are closed, in restaurants they need to make the tables at least 1m between each table, if they can't make it, they needs to be closed too, there is a limited amount of people who can enter supermarkets at a time, post offices and other services are 2 people at a time. If an exuberant amount of patients suddenly suffers lung problems because of the virus, many of those with already weak immune system or preexisting illnesses need intensive care. It's necessary to do everything possible to limit the spreading otherwise the whole system is shutting down and many more are dying because they cannot receive the right treatment.
