Her first concept album, the first structured female pop tour with storylines, acts, etc... one of the best eras in pop music history. Both of them are great, even though I don't like some tracks (White Heat, True Blue, Love Song). Anyway, my vote goes to Like a Prayer, but I would give 9.9 to True Blue and 10 to LaP.
