I mean there's also the possibility that she was thinking more along the lines of past performances, such as Justin Timberlake's, where the artists were rumored to have lip synced, and as someone who has worked her ass off to create an amazing Superbowl performance, the least she expects is for future halftime performers to not lip sync either. Right after saying this, she probably realized that it could come off as her shading Jlo and Shakira so she immediately followed it up with "I love you"'s to make it clear that it wasn't directed at them personally but at any halftime performer.
