Joanne had a lower promotion budget because it was not a typical Gaga album? It still had a substantial budget btw. The ASIB soundtrack had huge promotion? And no, the marketing of the soundtrack is fully funded and controlled by Interscope, not WB. There was basically an ad specifically for the soundtrack in theatres and on TV. That's expensive promo. I do agree that most of the momentum is gone from the ASIB era. I think it's amazing that Shallow was strong enough to carry the movie and the era. The marketing of the film was over 100 million reported by Deadline although its production budget was only 40 million. We're talking about the marketing of the soundtrack here. And what do you mean by the soundtrack is low budget? It doesn't make any sense. TV and theatre ads are in no way low budget. They cost millions, in addition to the prints and billboards as well as digital ads. These themselves can cost upwards of tens of millions. This ain't low budget. Get some facts right. Joanne pretty much did above 200k with a single that was considerate to be a "disaster" by stans and an album that was far from being mainstream. Now she's coming after an era full with success and acclaim and she obviously got much more eyes on her overall. It doesn't matter that much when she will be releasing this album because I think at this moment there are way much more people interested in her and her music than in 2016 and they will be waiting for her if they really got behind her.
