A lot of orchestras sound like that when they're warming up though, so it's impossible to know for sure without asking the producer. It's been done a lot of times by a lot of different artists. When I was a teenager I bopped to Mindless Self Indulgence a lot and their song "Get it Up" started with an ironic orchestra tune up. So for the longest time the beginning of JnD always sounded like Get it Up to me. Nobody in music owns that, and any of the hundreds of songs that have something that sounds like it most likely didn't copy it from anything recent. It's basically public domain.
