Because sales have changed and streaming has been added, Billboard based this on the albums time on the Billboard 200. For example, an album that sold 2 million copies in 1999, may not necessarily be bigger than an album that sold 700K in 2016. Sales have changed and the album that sold 700K maybe have spent more time on the chart and more time in the Top 10 than the album that sold 2 million copies in 1999. And Eminem's Marshall Matters LP 1 and Slim Shady LP were huge back then, I can't believe Recovery, Eminem Show and MMLP2 became more successful than those, I guess it was the hype for his comeback.
