Yeah it may be not very good for health but I mean since when drinking can be associated to an age ? I mean I know some adult people going to parties and drinking occasionnally, but that doesn't mean they don't act as adultes in life in general.. This is your opinion and my opinion is a bit different. 15 year olds? Now...THAT is against the law in Chicago. In the US, that is considered to be underage drinking and whoever supplied alcohol to that teen can be prosecuted. You are correct, adults getting drunk, having a designated driver and going home to sleep it off is a no harm situation. It is completely legal and not putting anyone in danger.
