It will make it more difficult for teens to have access to it. Not at all. Where I live, in Brooklyn, the stores near my school give underage people cigarettes and even alcohol on the DL. Only ways to fight smoking are higher prices and less spots you can buy them. Higher taxes would be a really good measure in Hawaii, cause you can't go to a different state to buy it cheaper.
