I mean they were meant to simply get you hooked on the song, that's about it. People are dragging ARTPOP for actual lyrical content. But there are many styles of songwriting that are not always your usually "telling a story" type of songwriting. I'm fine with unconventional writing styles as long as I consider them good. They have metaphors that you have to absolutely stretch to make work and they just all around don't sound that well thought out. Simply saying they're unconventional, explaining what they mean, and saying they're not usual for that genre doesn't suddenly make them good. I mean you're way of explaining why they're good could be used for any artist and I certainly don't think you'd say everyone of Katy's lyrics are fantastic. Many times, her lyrics just don't resonate with average listeners or her lyrics are just too weird for anyone to even want to decipher them. But For example, the jazzy and rock lyrics from the 50s/60s/70s were always clunky and weird, but the mentioning of several random words in a funny way, that still related to the theme of the song, is what made the lyrics "good". So for you the lyrics in Venus being clunky is a bad thing. But for me, because I know Gaga took inspiration from earlier decades from that song, and because they flow great with the style of music, they are good since she achieved this style of songwriting. Imo she is a great songwriter... Some songs are meant to have stupid lyrics (Donatella,Fashion! etc.).. But when she wants to write great lyrics she does that AMAZINGLY well (TEOG,Marry the night,Speechless and pretty much the biggest part of the discography..) And let's not forget that being a songwriter is not only about the lyrics..It's also about the melodies,the chords and a lot of other things..
