If I can guess, she's likely the scapegoat for what happend to the world after what she did in her series, (permanently uniting the physical and spirit worlds), also there might not be avatar successor because of cataclysmic effect from it, since this new series are set on 225 years after Korra, and in post apocalyptic world.
