Gaga's page has always been very well maintained and simplistic. Despite all her charity work, it was ages before she got a Philanthropy header and despite all her nominations and awards, it was also ages before she got an Achievements header. Specifically saying that she's started work on her new album doesn't mean it'll be out soon, but it's a sign that things are definitely up and running if it's being said on her page, as she rarely gets updates. The picture of her with RedOne has been widely circulated and reported on, so, naturally, Wikipedia have deemed it the right time to clarify that she is indeed putting the wheels in motion. They've had "upcoming third album" written on Adele's Wikipedia since, like, early 2013, by the way. They sure called the whistle on that one early.
