Indeed; that is the reason Billboard won't disclose the Hot 100 formula. When I used to make calculated predictions for the Hot 100, I found there was no one formula that would give the correct prediction. Worse, I was more likely to predict wrongly for #1 vs #2 than for say #8/#9/#10. The indication is that Billboard would more likely make 'fixes' to change the #1 but wouldn't be bothered with the minor positions. I estimated that about 10% of the chart points were essentially decided by Billboard committee rather than by sales/airplay/streaming or whatever. Billboard is just a part of the music industry that wants to control both how the public consumes music and how the artists etc make it. If is not an independent and impartial organisation.
