For those that dont know the american flag, its the whitish blonde wig with red and blue strips that Gaga had for the AMERICAN Idol performance. She also wore the american flag wig as Yuyi for the cover of Visionaire and I interpret it as a comment on how society tends to pollute freely on the seas not caring about killing innocent species including Yuyi.
