The way people are still dying for incomplete rough demos of songs. Like Hallelujah is a good reference for what most of the demos for unreleased songs will be like creatively.

It's complicated. In 2012 Lady Gaga said that ARTPOP would be two volumes, one that is more experimental and one that is more commercial. Then in 2013 during the era she decided against this because she felt like it went against the idea of the album to separate commercial and experimental, so she instead was intending for the app to have other music releases. Then in 2014 she said that there is another volume of ARTPOP that she listens to, and that she wanted to release it. Then 11 years later in 2025 she said that if she doesn't think a song is good enough to release, then it won't come out. (This was in response to a question about ARTPOP Act II.) Of course, in the middle of this there was the 2016 announcement where she said she was considering making an album of unreleased music after hearing fans wishes, but nothing came of this.

If there was a point in 2016 when she was considering putting out older music, does that mean it's not true about any songs pre 2013 can't be released due to Troy Carter? I never understood why an ex manager would have ultimate say over old music and not the record label/s

To answer this; ARTPOP was released under Atom Factory her old management company and they hold the rights to any marketing and distribution in regards to her older albums. So yes, Atom Factory would need to also be involved and paid for the marketing and distribution of an AP2. It’s why for all her old album anniversaries we have only ever gotten new editions/merch reproductions or re-recordings by other artists. As those dont require much input or in-depth meetings between Gaga and her old management.

Gaga did not and still does not own the masters to her old music. Everything recorded in those sessions requires legal consent specifically from 3 figureheads at Interscope whom are no longer there as they all jumped ship into Spotify, and now, tech companies. It would be a legal nightmare and she’d have to sit in a room across from Troy Carter again to actually plan the marketing and distribution of the album. And because of legality around recording sessions, because they are paid for with Interscope’s money — she can’t just drop music online without legal consequences.

Thank you that's great info, I assumed there'd be a lot of legal stuff which is why I was surprised she was considering it in 2016. I assumed though that only Interscope as a company (rather than specific people who worked there at the time) owned all the music and wouldn't need to deal with previous management.
Also at what point do demo's become owned or classed as masters? Like if it's voice memo demo's are they also instantly owned? I've never thought before about what point a song in the making is classed as a master if it's never actually been mastered audibly

Legally, a demo becomes a master upon creation and any rendition of it thereafter. Because Interscope funded her recording sessions, they legally own all the music she recorded in those sessions and every version of it. 

That’s an extra reason why she has a home studio or works close to her home at Shangri-La now primarily. Because it’s not just a privacy thing, she literally has the equipment in her house so she owns the rights to the music from conception. And since she’s friends with Rick Rubin (producer of Dope) who owns Shangri-La Studios, she probably simply sends him some money for her time in the studio or if it’s free from use, he might just let her go for a few hours for nothing. Once again bypassing Interscope’s funding.

Interscope A&R also reserves the rights to choose producers and writers who their artists have to write/work with (thus splitting the master ownership between various labels, publishing between various people etc). Which is why Haus of Gaga is Gaga’s own A&R now — meaning she chooses who she works with and their lawyers decide amongst themselves how everything is legally divided. 

She probably considered it so early before she realised how everything works, because infamously, Troy kept a lot of things secret from her business wise. There relationship was described by him years ago as she does the creative and he does the business and they never intersect beyond the marketing.

Thank you for this informative reply! I'm happy that she now finally has more control over her masters, and that Bobby is actually honest with her about the business side of things so she knows more in depth about what's what in the business.

He wouldn’t have a choice anyway because he’s now hired under Gaga & Michael co-partnered company Morningview LLC, which means although all the avenues still exist in the company like marketing, finance etc they get ultimate final say on what gets put out and where she goes and what she does.

I said it in my management breakdown thread which you can go look at for some more info but she essentially has three companies that have ensured her control over her career, Morningview LLC, Lil Monsters LLC and Haus of Gaga LLC. 

Morningview is for her business, marketing and wider brand reach. Lil Monsters is for her publishing rights and legal copyrights over her music. Haus of Gaga is her financial and resource management company. Interscope signs the checks and everyone else does everything else with Gaga at the centre. She’s basically got the best of both worlds, the creative independence and career control of an indie artist but the financial and commercial backing of a record label. 

Her generation of artists (Beyoncé, Taylor Swift, Katy Perry) are the last generation capable of being like this because contracts are now airtight, and artists don't make as much money from music like they did pre-streaming. That’s why things like makeup companies, hair companies, fashion companies and other commercial ventures exist. Music isn’t as profitable on it’s own anymore.
