Including private investors, the UK holds around $780bn. But it's impossible to coordinate the private holders on the same level that states can coordinate. That being said - a 7% drop would trigger a major market reaction which would likely push a lot of private investors to drop theres to avoid making loses as the return yield/security of the yield would drop. I don't have the state owned number, but including private holdings Japan has $1131 billion to the UK's $779 billion (again including privates). China has $765 billion (and they'd have a very easy time getting private holders to do what the government wanted...) The US debt is primarily held by domestic creditors (over 2/3rds is domestically held). And around 20% of that is owned by the Federal Reserve because it bought a **** tonne of US Treasury securities during COVID.
