Surprisingly enough, as far as I know, there weren't any cases of crimes during the concert. 

I just feel like it must be nearly impossible to see anything if you are far away

Well it's in deal with Rio's town. It's also a HUGE promo / commercial spot for their city tbh. I'm 100% certain big safety rules are done of course.

But yeah it's probably one of biggest opportunities for Gaga, like her bigger crowd ever is on lock. Especially she is sooooo beloved in Brazil
