Headline is very misleading. This only applies to events that are not in progress, e.g. someone steals something from your car at 3am and runs away. There's nothing a police officer can do about it at 3am so they are just re-routing those calls to a telephone unit to be dealt with in the morning. If it's an in-progress emergency like someone has broken into your house, police will still respond. 

This is just another attempt by conservatives to push the "liberals are defunding the police" narrative.
