Nations located at the sea usually are unblockable, but military ships can be used to block them, too, as happened to Cuba's sea blockade during Cold War times. Just closing a border can only be a blockade if access is mostly or largely denied: if Italy or South Africa closed their borders to San Marino and Lesotho, these countries would no langer have access to the outside world and it would consittute a blockade.

If North Korea however closed its border to South Korea and it did, SK still has access to international waters and can trade - no full blockade here - it de facto becomes an island nation like Japan.

The most recent example of a blockade is the blockade of Nagorno-Karabakh by Azerbaijan. Nagorno-Karabakh has no access to the outside world anymore and is massively weakened.
