Was it to milk The Fame's success and expand the numbers or due to another reason? I always imagine, what if she would've added songs like Animal, Reloaded and Out Of Control to make it a complete album. One of me is wiser. One of me is stronger. It was a really popular technique for a few years in the early 2010's. Teenage Dream: The Complete Confectionry, Pink Friday: Roman Reloaded, Animal: Cannibal, Born to Die: The Paradise Edition... What pop girl wasn't doing that same sales technique?! I think the whole "mega-edition EP" trend was a pre-streaming strategy to avoid sophomopre slump. I remember Gaga saying in a few interviews that she had to fight with her label to also release TFM as an "EP" only as well, so that people who already bought The Fame don't have to 'buy' it again.
