Hosting might be a sunk cost for countries like South Africa, Brazil where appropriate infrastructure needs to be build just for the tournament. 

If I am not mistaken, Germany turned a healthy profit from 2006 world cup. Similar to Germany, UK already has sufficient infrastructure (stadiums, transportation to stadiums, available accommodation around stadiums) for the world cup hence they’d also most likely turn a nice profit since their expenses would be limited.
