But obviously CD Project AND media are also to blame. I'd say I hope people have learn the lesson but I know how short collective memory is.

Reality

I don't really see a problem with the second statement (the one about the refunds). If I'm understanding this correctly, they didn't have any special agreement with Sony or Microsoft regarding refunds for Cyberpunk 2077. It's just Microsoft's and Sony's original refund policy for games that they've been using for years. I don't see a problem with that, unless I guess if some people assumed that there would be another process for refunds—which I never assumed.

I do think that the first statement is a problem though. They've said multiple times before the game launched that it ran "surprisingly well" on current-gen consoles. So they just straight up lied. I hope that they can get the game together on current-gen consoles because if I do get the game, I'm getting it for the PS4. They also gotta realize that the majority of people who are playing this game are playing it on current-gen. Like, despite what streamers and what popular gamers are saying/doing, the majority of people do not have a next-gen console. It just launched. Making Cyberpunk 2077 should've been a current-gen priority that just happened to work well with next-gen consoles.

Because the game was super hyped and huge promises were made by the developers and advertisers about the game. It's been in the making for years and people trusted that they would deliver quality product after so much postponements and rescheduling but... well

Because we still expected the game to at least be playable. That's the least you can expect from a game. They did claim that the game runs surprisingly well on PS4 and Xbox One, which is now obviously a lie. They seemed like some of the best and most trustworthy game developers in the industry, so of course we trusted them. And it is playable, it just plays really badly. But I definitely will be careful about buying their future games.

The thing is, it is riddled with bugs and almost none of the features they promised are there. It also looks very mediocre on current-gen consoles. 

I listed some of all the bugs I have encountered, in a different thread:
- Constant crashes (though it got a bit better after the hotfix patch)
- Vehicles and NPC's not rendering properly. 
- Enemies sometimes t-posing.
- My shadow t-posing.
- All cars are in 2d if you watch them from a distance.
- Invisible cars.
- NPC's walking right through doors.
- The exact same NPC spawning again and again right next to each other.
- If I drink an alcoholic beverage I stay drunk forever. The blurry effect only goes away if I restart.
- Cars falling through the ground if I attempt carjacking.
- The fact that I look like a Ken doll if I look in the mirror without clothing on, despite selecting a big penis in the character creator.
- The most horrendous police system I have ever experienced in a game. Cops literally spawn right behind you the second you shoot a civilian. No matter where you are, they always spawn right behind you. 
- Enemies getting confused and going back to their usual idle routine mid-shootout. 
- For a city that's supposedly overcrowded, there are surprisingly few (meaning almost no) NPC's on the streets.
- Constant lagging.
- My d!ck constantly clipping through my pants.
- NPC drivers are braindead lemmings. They are on rails. They never stop or even slow down, even if you're standing in the middle of the road, right in their path. They just continue driving, not giving a sh!t if they hit you. 
- Rain is literally just a screen filter. A F*CKING screen filter. That's just pure lazy design in 2020. 

They made so many promises, none of which are there in the final game:
- Purchasable apartments.
- Customizable cars.
- Deep RPG elements.
- Dialogue choices that affect quests and the ending.
- Weather that will "pose a threat to your survival".
- Wall-running.
- Acid rain.
- Fallout-esque survival mode.
- All NPC's having unique daily routines.
- Fast travel transportation system.

They also lied about the game running very well on current-gen consoles and kept saying that it would launch "when it's ready", which it clearly isn't.

From what I've seen:

It's a great game, story wise and gameplay wise. However, the problem is that there are a lot of bugs and glitches which make it difficult to play and enjoy the game. On current-gen consoles specifically, the visuals aren't nearly up to par with what they've presented, on top of all the bugs and glitches.

streets are saying the game is good story wise, but buggy mess and glitches for current gen consoles. It only performs well on hardcore PCs.

Yeah I mean obviously Cd Projekt are the ones to blame in the first place, but I'd say that a game with 0 pics or info before its release sounds... fishy. Nowadays I always wait at least a couple of days before buying a game. Sadly this kind of things has become very common.

And their marketing has always hint at catering the game for current gen consoles ever since their teaser trailer released like 7 years ago back in 2013 I think
