I'm sure that Gaga is not the problem here because if she was "lazy" (like how some people says on here) then most likely everything would have been bland, the music, the lyrics, the music videos, that one performance that she delivered, the visuals and so on but we know that is not the case because she showed dedication in those moments where she promoted, she had so many plans and she showed to be very excited. It's just that things were not going on her way, who knows maybe her label just doesn't believe in her album anymore and she started being sad and moved on from it a bit and decided to give us some bits from her remaining promotion, idk overall but something definitelly happened. Gaga probably doesn't want to talk about her promotional plans, maybe because she thinks It's private stuff or because she learned from the past to not talk about plans when they are not sure of it.
