they changed rules this year and there is no longer limit of 30 songs for new album, there was Car Seat Headrest who has 12 albums and YoungBoy Never Broke Again who already released 2 studio albums, 1 compilation album, 16 mixtapes, 2 collaborative mixtapes, 3 EPs and 14 commercial singles and they submitted for for best new artist and Megan Thee Stallion was submitted this year and was also entered in last year. 
Artists who already received Grammy as features can't submit for best new artist but if their work was as behind-the-scene they still can like Finneas
