Yeah they were. The only things that didn't open yet before nightclubs is arenas and large party gatherings

 

And honestly this seems more like a precaution of where covid might be more likely to spread among businesses cuz so far the majority of cases they trace keep going back to illegal parties and gatherings and weddings etc not bars

We're on stage 3 opening now so there's lots of non-essential things open now
