The country’s agriculture minister, Julia Klöckner, has said she is introducing the new law based on evidence that many of the nation’s 9.4 million dogs are not getting the exercise or stimuli they need. Dogs may not be left alone at home all day, and a person will be required to take care of their dog “several times a day”. Klöckner said: “Dogs are not cuddly toys. I walk my dog 5 miles in the morning and 5 miles at night, and play with her in the garden everyday, couldn't imagine not having that time with her. A dog is different than a child clearly, but I feel that a lot of people don’t truly consider what they are actually responsible for when your adopting a pet.
