I remember the ROM release week 'wow its not good at all in Australia. Down 20%'  - when it got LR update and lost 3%, but you explained it a different way 

We need the same here

I think new releases drop by 6-8% per update usually.

Yes they do count for Billboard.

I don't know if I do myself any favors trying to explain this but the principle is basically this: The people who buy Rain On Me this week and complete the album in the same week aren't necessarily the same people.

Billboard is using the pre-CMA sales for the Hot 100, because it more accurately reflects the popularity of the song in this week (which is basically the entire purpose of the chart), while the Digital Sales Chart is more about just accurately tracking the sales itself.
