Sampling on what? We've only really heard one song and a snippet of another also, FYI, almost the entire Electric Chapel beginning instrumental is sampled. RedOne recently said in an interview that he brought the vibes of the song on how it's made to be performed in front of a heavy crowd. Remove the 'oh-oh-oh-oh' and it's not Bad Romance anymore. Just see how the crowd sings along that part with her anytime she sings it. Gaga probably write almost everything. But in terms of composition and concept ideas, the role of the other producers / writers is very important. It's a full collaborative work. Their input is essential. I mean, I think from what Gaga described of the song in an interview, she wrote the song and it was in a piano version... so at that point I'd say Gaga helped produce it. She still has an executive role on the album, along with bloodpop - just because she didn't actually produce it that doesn't mean she didn't decide how the song ended up sounding, she still had creative control over it. I think, with other songs or with other albums, it's been noted that Gaga has a heavy hand in producing. In some cases, she has been the sole or primary producer (TIHTY, Venus). I looked up to that from her, especially as a very commercial pop star. To me, it really indicated pure involvement. I keep using TIHTY as an example, but as a song it is completely different than most of her other songs. Maybe that, along with Joanne, ASIB, and maybe even BTW, shows an inclination to more analogue/band-based recording and production?
