Twitter 14
Yes she has. The song just didn’t receive the level of popularity Bad Romance did.

Everyone who says “yes” just because they can “twerk and bop” to some songs on ARTPOP is delusional. Just because it’s not your fave doesn’t mean your fave song is better than BR. Any song on ARTPOP being better than Bad Romance

DSK 611
I believe it's important to define what we mean by 'topping Bad Romance'. Was it in terms of music quality? That would be very subjective and music taste varies from people to people, so it's a hard analysis. Same goes for video quality. If we're talking about popularity and impact, though, which I believe are good measures in this case, I'd say Bad Romance and Born This Way are tied up. Bad Romance song and video are genius and really were considered a turning point in pop music, while Born This Way brought the LGBT acceptance theme to a whole new level globally. I wouldn't say one topped the other, they just made history in different ways.
Mythos 3,199
It probably depends on when you fall in love with Gaga, i think. I really enjoyed The Fame and all of her song, but it was The Fame Monster that made me fall in love with her music. It was just a perfect combination of pop, being a bit dark/edgy and art. Of course she had songs that were on the same level, or even above, but nothing had that of an impact on me as did Bad Romance, or actually the whole The Fame Monster era. So personally i would have to say no.
Toph 375
In context of a song's impact on pop culture, I think she has yes. In terms of a song's total package, and how hugely massive it collectively became, I don't think she has yet. Shallow had(s) an immense impact on pop culture and also her streaming power, not since Bad Romance did she ever reach such heights.

You all hold this song so high to the point of where it overshadows the rest of her discography. Bad Romance cemented her status as a Pop Icon. It's the song that made an entire industry sit up straight and take notes. It's music video was a game changer. When people say 'Gaga' today, BR pops into their minds. There are several reasons why her fans the entire industry holds onto BR's legacy. Marry The Night is a better song in my opinion, but she didn't outdo BR with it. Daylight Jokers 14,958
BR will never be topped cuz it is THE top. Shallow was huge but BR made an impact in mainstream pop music videos.

Bad Romance still has critics talking about how it changed pop music 10 years after its release. The Fame Monster too. In 2019 I saw a ton of articles talking about that song and albums impact on pop music and pop culture. The music video. Groundbreaking. The song changed the sound of pop music the next following years. Her style influenced every pop star. It out Redone on the map. It has the right balance of camp and edge that she still hasn't surpassed yet. It's the song that shut up critics into thinking she was a fad, that she was all image, no substance. Bad Romance perfectly defines her weird and avant garde personality and image she was parading in 2009 that no song before and after has accomplished. It was her first "Gaga song". The songs on The Fame could sound like they could've been written for any singer at the time. Bad Romance was a song only Gaga could have written and released. Yeah, I don't really like the production of the song at all. It's kinda sound too much and overproduced for me. Still, I love the lyrics and the message behind the song so much. I, personally, love the Jazz/Five-Foot-Two version of the song. I love how mysterious and magical the song is than the overproduced pop version. I think I'd love the song at all if she releases that version instead. Overall, my taste is really weird. I know it. Oh, I'm also a rock/country music person. So, I wouldn't be surpised that I've got my bias towards PI and Joanne album.
