Yeah it's just pure statism. Communism has at least an attempt towards welfare for the general public, even if it fails. NK is outright statist dictatorship but it's inaccurate to call it communist.

Communism requires workers to own the means of production, whether it's direct as in anarcho-communism/Marxism or through a republican government (as in Leninism/Maoism).

This is what I remind people of when they say Nazis were socialists. They weren't. They named themselves after popular movements like socialism but were fascist in nature. What matters is what you are, not what you call yourself.
