The situation in the 2 countries are very different. Japan hasn't been testing enough, to hide the actual numbers, which I think are probably worse than Italy. I do believe that China got it under control though. They were **** about their lockdown. However, they definitely lied about the number of infections and the death rate. If China didn't get it under control, we would know about it. The Chinese can hide info yes but they aren't that good at hiding info. I also do believe that if the outbreak was extremely massive, Beijing and Shanghai would have gotten hit greatly which they didn't. The Chinese can't hide info about these two cities for too long given how integrated it is into the world's economy. We would have definitely known. Hypothetically, they probably already have a vaccine and is administering it to their own people before they let the world know. If you think about it, China sent thousands of doctors worldwide to help with this crisis and then all of a sudden they come up with a vaccine. The influence that has is massive. IDK about South Korea but definitely NOT Japan. They were pretty scummy trying to delay the Olympics cancellation and are probably undertesting to mask the infection rate.
