Yea I know about prep. I think if there is a cure people won't bother about taking it because I guess they can just get the vaccine at demand. Which I think would add even further to increased irresponsible sex.

Its absolutely not, total absurd. 
 

HIV is DNA virus, and its common for DNA viruses to incorporate in human DNA and it becomes part of you basically - good example is Herpesviridae family (Herpes viruses) - everone almost is infected and time to time some people get lesions on lips. It can be treated but cannot be cured as Herpes is DNA virus. 
 

Once it will be possible to “cut” out the viral DNA, virus will be cured OR if it would be possible to get it out from reservoirs (immune cells that are inactive (latent)) by activating them and then use existing drugs to kill/stop replication of virus - person would be free of HIV.

Yeah I more or less know all this which is why that comment made me confused. Like How the hell do u just make a vaccine just cuz u isolated a gene that's resistant?

Technically, you can artificially make a molecule that binds to CCR5 receptor in T cells and it will simulate the mutation. Unfortunately, nothing to this day got approved I think. 

HIV-resistant gene mutation is called ccr5delta32, and it basically makes the receptors defective. CCR5 is crucial for HIV as the virus binds to the cell with its help. If it doesn’t work, HIV cant enter the cell and dies.

I hope your friend is not positive. It will still take years to reach mainstream healthcare market though
