It's not just that, many subspecies or even individuals of a certain species have much more distinct features (think of dog races) but are still considered the same species. There are these 3 differences in phenotype between the pandas (facial fur colour, tail rings and skull shape) but most importantly there are genetical differences between them, enough to set them apart.

It's especially right to set them apart given that they are an endagered species so they should be preserved more carefully.
