I think it's so important to qualify what the parameters for ranking lead singles are. Are we ranking the songs as standalone tracks, or on their ability to usher in hype for a cohesive era?

IMO, a lead single needs to do much more of the latter. In the end, it doesn't matter if the song is a major smash that debuts at #1 if it is disconnected from the rest of the era and/or if the hype dies down after it. A great lead single gives the GP a taste of the sound, theme, and message that will come with the album cycle and gets enough buzz and attention from them that future 2nd and 3rd (or more) singles serve commercial success and longevity. To do that, the song needs to be of at least a certain level of quality, since it will gain that attention through decent performance. But, imagine if Pokerface led The Fame and Just Dance came after it? 

Her worst/most disappointing lead in that regard has been Born This Way, since even with the dozens of mistakes made by her team that era, Judas debuted at #10 with 50% of the tracking week, EOG debuted at #3 as a digital-sale only promo, and You & I reached #6 eventually. Can you imagine if that era was well-planned? 

1. Applause - despite the oversaturation, media scrutiny, and other barriers, Applause performed extremely well commercially, and its sound and lyrics "if only fame had an IV, baby could I bare (bear?)" set the stage perfectly for her comeback and for ARTPOP which used explosive adrenaline-like sounds juxtaposed against vulnerable lyricism.

2T. Just Dance - fun, contagious, and a great mix of what The Fame had to offer in terms of a new wave of pop music; 4-on-the-floor club beats with quirky lyrics and iconic visuals... instant earworm, instant classic, and pure Gaga.

2T. Bad Romance - TFM was, essentially, about a Bad Romance with fame and the fame monsters associated with it. BR will likely always be synonymous with Gaga the artist; its an A+ track and I would have it 1st if only for the fact that maybe another song, like Monster or DITD, could have tee'd it up for even more success as the followup single rather than the lead.

Honorable Mention. Shallow - unfortunately, "lead single" doesn't apply in my world for Shallow since Interscope failed horribly at promoting followups. It was a great choice out of the "Big 3" to use since it combined the 2 leading characters on an uplifting love ballad, despite it not being as lyrically or vocally ambitious as ARUTW/INLA, which would have slayed thanks to Shallow's appeal.

4. Stupid Love - for now, SL is accomplishing more than I could've imagined in reintroducing Gaga into the pop music scene she hasn't really been a part of since Applause in 2013. Time will tell if the sound and message of Chromatica are apparent in SL or not, though, and this could rise to #1 or #2 easily.

5. Born This Way - this track would have slayed as a 2nd or 3rd single; it was already well-known by the GP and the hype allowed for a more comprehensive lead that showed her growth from TF/TFM, whereas BTW just leveraged the status she gained as an LGBT icon on a more powerful dance track as bait. Marry The Night, would have created an amazing first Chapter (re: being dropped), and its sound blends so easily into the best songs of the album whereas BTW was jarring in its "everything but the kitchen sink" production. MTN > EOG > BTW > You & I would've smashed hard.

6. Perfect Illusion - I still struggle to find a coherent theme sonically or in the messaging of this era. Naming it after a deceased relative and wearing a cowboy hat doesn't make it more personal or more cohesive. Diamond Heart would have at least been less abrasive, more vulnerable, and more country-influenced, and may have had more success. But, this era was... a choice.
