I remember that a GGD member asked to Billy Steinberg about the song and he answered that the song wasn't supposed to be in BTW album and was for a unreleased project between TFM and BTW era

And the Original title is Nothin'On But the Radio and not 'Nothing On (But the Radio)

BTW was and still is her most ambitious and anticipated project to date, and it had the most money put into it. her and her team weren’t going to let anything fall through the cracks.

This. It was a very anticipated release so they had go be really careful about the security of it. Gaga says they never used wifi when recording music because they wanted to prevent getting hacked. She recorded some songs on her Macbook Pro mic and pretty much had a team that handled this very well.

Lol, fighting over what "era" demos were written for, when they were written and re-recorded over several years (and then they were leaked further time after that) for is so dumb you guys.  An artist could use a song from any writing or recording period for any album.
