Anyone can freely go for whatever reason they like. It’s only LA city employees that are banned going there to do business. If they want, they can go there for personal reasons outside of work. I’m sure banning LA County employees from going to business meetings in Alabama hardly affects anything, nor a lot of people at all. “The ban covers all LA County employees traveling to Alabama for official business, with exceptions for emergency response training or other legally-required trips.” edit; you also emphasized SOME a few times. That’s kind of how the political system works there.
