Her last albums focus way more on instrospective themes and sounds that influenced her like C2C and Joanne and if you honestly think she did those albums wanting to be mainstrem.... not that they don't have moderate hits but it is definitely not the end goal

Gaga is in a position now where, much like Beyonce, she doesn't need hit singles to have enormous pop-cultural capital. She has a very large and loyal fanbase, and the respect of critics and the GP. Her next project will be big news, whether she gets a Top 10 hit on the Billboard 100 from it or not. That's not to say she isn't capable of getting more hits, of course she is, but I hope that if it happens, it happens organically, and that she doesn't chase (singles) chart success, for her main projects at least. At this point in her career, quality is more important than commercial success.

It's not just the charts overall it's also "the peak" position which is influenced by several factors

 

Because speaking of charts it did great on the charts. It hit #1 in other chart categories including radio spins and stayed top 10 a decent while it only didn't hit the top in the US

 

It was the 9th biggest hit of the year based on the "charts"

Madonna's last big hit (4 minutes) which wasn't as big as Believe btw, she was younger than Cher and she had help by featuring Justin Timberlake

Different era and century when age was not so important
