One important variable is also money.

They have many many artists and give them each a budget. I wouldn't be surprised if Gaga's budget for this album was a bit lower because of :

1) ARTPOP : her budget for that era must have been huge and eventually she didn't meet the expectations, so the label must be reluctant to give her more money.

2) Joanne isn't tailored to be a successful album. Gaga wanted to do her thing, explore something new etc. But for the label this era wasn't promising a lot of income so maybe they lowered her budget to give her the era she wanted but without risking losing money.

This is all speculations ofc but I think it's realistic

Agreed with a lot of what you said however 1 point is not mentioned. Bobby is a great manager but promo is not what is most needed right now. What is needed is play listing on spotify and radio support and whoever is in charge of that is doing a REALLY bad job at it when it comes to Gaga. Everything else is going great as you mentioned.

I want to say Gaga is in some control to her music, but the majority of the control is up to Interscope. Clearly she can ask for more time on a album, but if she doesn't meet up with their time limit she can be denied the green light on the album.

It's true though, Gaga in charge of what music she makes, the concept of her album, costumes etc. Bobby is there to book her slots and present ideas to her to which he does a good job. It's gaga who is deciding to do all the tribute acts, stray from her pop sound, not do the theatrics etc and the other stuff fans are complaining about. That said, she should do what she wants and not risk her health, but at the same time she shouldn't say how everything she does is for the fans when most of her projects for the last 7 years have been what she's wanted. Because of this I understand why fans are upset

Also, I believe Bobby was hired because he wouldn't tell Gaga what to do, therefore, its Gaga, not Bobby. Gaga's a queen, and she knows what she wants. We stan a queen that is above needing the charts to be successful.
